About the Program

Earlier this year, the Premier released our new housing plan, Homes for Queenslanders (HfQ). To support the HfQ plan. To support the success of this important community initiative, The Service Modernisation Program (SMP) will deliver a comprehensive program of work which will:

  • improve the way vulnerable Queenslanders interact with our frontline services;
  • provide a single source of truth for data and;
  • provide us with the agility to respond to the changing needs of Queenslanders through reducing the complexity of the ICT ecosystem.

About the Role

Reporting directly to the Program Director you will be responsible for the overall delivery of business analysis and related artefacts for the SMP. Key responsibilities include:

  • Develop, influence and manage relationships with and between internal and external stakeholders, identifying cross government synergies and opportunities for collaboration in delivery of project and program outcomes.
  • Capture and analyse 'As-Is' and 'To-Be' business process models using approved methods and tools.
  • Develop business requirements specifications, both functional and non-functional, for IM/ICT projects, ensuring traceability of requirements throughout the project lifecycle.
  • Provide a support and mentoring role for other business analysts within the program/project(s).
  • Provide leadership, resilience, and work collaboratively across multi-functional teams whilst effectively managing uncertainty and change.

Qualifications and Experience:

  • Relevant Tertiary Qualifications eg. Business/IT understood includig other eg. IIBA Certification
  • Proven experience as a BA, preferably in government or public sector projects.
  • Strong analytical skills and ability to translate complex requirements.
  • Familiarity with ICT services modernisation initiatives, eg. Microsoft, Cloud Adoption, AI integration.
  • Excellent communication and stakeholder management skills
  • Minimum 3 years of experience in software development, preferably in digital transformation projects. Experience on whole-of-government portals/forms, CRM and/or telephony projects eg. D365 and/or Salesforce, telephony amazon or genesys preferred.
  • Proficiency in Agile development practices.
  • Strong communication skills and ability to bridge the gap between technical and non-technical stakeholders
  • Familiarity with tools like JIRA, Confluence, and Visio, Integration with Development Tools ie. Azure DevOps
  • Experience with Scaled Agile Framework (SAFe) or other scaling frameworks is a plus
  • BPMN, UML and/or Similar notation
  • BPM understanding
  • Experience with process mapping and workflow analysis.
  • Understanding of security and compliance considerations in government projects.
