Job Title: Program Manager

Duration: 12 months with possible extension

Location: Canberra /Hybrid

About the Role

Client is seeking an experienced Program Manager to undertake comprehensive foundational planning to support the management of four projects (listed below) with a focus on implementing robust program governance, agile ways of working, appropriate assurance and stage gates, and establishing a strong people and culture foundation for program delivery.

The Service Provider must equip Client personnel with the necessary skills to independently operate the duties involved in the projects outlined below. The Service Provider must ensure that personnel are appropriately trained and developed to allow the team to drive business improvement to meet IP Australia's strategic goals, meet enterprise requirements and deliver positive outcomes.

The Program manager will be responsible for four enterprise improvement projects:

  • Investment and resource allocation
  • AI and auto decision making
  • Cultural change and change management
  • Future proofing technology delivery and governance

The scope of the work could include:

  • Develop a comprehensive program management plan which includes assessment of strategic options, a cost-benefit analysis, and comprehensive program risk analysis.
  • Develop a Training, Knowledge Transfer Strategy and Plan, outlining how the Supplier will transfer the ongoing operation and program management from the Supplier to IP Australia personnel.
  • Defining business needs through clarifying objectives and prioritising all business requirements.
  • Cleary define the target state and ongoing requirement prioritisation.
  • Implement a fit for purpose and robust program governance model that empowers effective program assurance and aligns with a mature agile delivery.
  • Drive a culture focused on delivery, accountability, transparency, and continuous improvement.
  • Collaborate with a Change Manager to develop a Change Management Strategy.
  • Develop a benefits realisation strategy in alignment with the program business case.
  • Strengthen program risk management in alignment with IP Australia's enterprise risk framework.

Essential criteria

  • The Service Provider's demonstrated understanding of the Services required, including the identification of any key challenges and the management of risk.
  • The Service Provider's demonstrated capability and capacity to provide the services described in the Detailed Statement of Work to a very high standard and within the specified timeframes.
  • The Service Provider's demonstrated organisational experience in providing the similar services to the services described in the Detailed Statement of Work.
  • The relevant experience of nominated Key Personnel in providing the similar services to the services described in the Detailed Statement of Work [include any relevant qualifications, certifications, etc. required].
  • The professional and other standards that your organisation would apply to the Services and the measures your organisation proposes to ensure that standards are maintained for the term of the Contract.
  • Demonstrated experience delivering strategic, scalable and modern transformation in the government sector.
  • Knowledge of and experience planning and implementing organisational level operating models.
  • Demonstrated experience and skills in successfully working with agencies (APS, contractors and vendors) to deliver recommendations, solutions and outcomes within scope, schedule, budget and quality constraints.
  • Excellent communication and stakeholder management skills, including working closely with senior executives.
  • The extent to which the level and structure of fees proposed provides value for money for the Australian Government
