Job Title: ICT Senior Assurance Manager

Duration: 12 months with possible extension

Location: Canberra /Hybrid

About the Role

This position is based in the EPMO and is a key role in the assurance of our major programs and projects.
Reporting to the Executive Branch Manager, the Senior Assurance Manager, is to lead the assurance and quality functions that support the delivery of major ICT and digital programs of work as well as significant ICT and digital projects. This role is to work collaboratively across all areas and with stakeholders across the company to ensure effective delivery of projects and digital initiatives.

WHAT YOU WILL DO
1. Develop the Assurance and Quality Management Framework for ICT and digital projects in alignment with the delivery frameworks, Technology Investment Plan and Technology Directions.
2. Develop and execute on the Assurance Plan for each major program and identified significant projects.
3. Undertake regular assurance and quality reviews in alignment with the Assurance and Quality Management Framework, and associated project/project Assurance Plans as the first line of defence assurance.
4. Undertake document reviews and provide feedback to project and program professionals.
5. Assist with the procurement and management of independent assurance reviewers and gate reviewers for major programs and significant projects as the second and third line of defence respectively.
6. Undertake Post Implementation Reviews (PIRs) for projects and programs.
7. Develop and manage a Quality Management System for the Enterprise Portfolio Management Office (EPMO) to assist with regular reviews and the continuous quality improvement of EPMO frameworks, processes, templates and tools.
8. Provide mentoring and guidance to staff in the areas of assurance and quality management.
9. Participate in the Project Review Panel for the assessment of new work take on, and project planning and exception management.
10. This position may involve the supervision of staff.

Professional / Technical Skills and Knowledge
1. Highly developed knowledge and experience in the delivery of projects and programs within a government context is mandatory.
2. Tertiary level qualifications and/or certification in Project Management, Program Management and Portfolio Management are mandatory. These include two or more of: PRINCE2 Practitioner, PRINCE2 Agile Practitioner, Agile Management of Successful Programmes (MSP) Practitioner, Management of Portfolios Practitioner, Portfolio Programme and Project Offices Practitioner, COBIT Foundations, ISO9001.
3. Experience in leading project and program assurance (gate) reviews.

Behavioural Capabilities
1. Demonstrated experience in the development and execution of assurance and quality management frameworks and processes.
2. Excellent high level written and verbal communication skills and ability to communicate with influence and from a position of expert knowledge.
3. Demonstrated leadership in project/program management.
4. Demonstrated ability to mentor and guide project and program management professionals.
5. Demonstrated commitment to quality management and the ability to embed a quality management culture in an organisation.
6. Demonstrated flexibility and adaptability to changing circumstances and multiple priorities and demands, including the ability to deliver under tight timeframes.
